Prospective voters ran into problems yesterday during the first publication of the country’s new voter lists.
Citizens will have until January 14 to check their names and information on voter lists to confirm they are correct, either in person, at registration offices or online.
But many website users reported trouble logging into the registry, and those who managed to log in reported that the site was very slow.
National Election Committee (NEC) spokesman Hang Puthea said yesterday that he had seen many of the 7,875,512 eligible voters in the kingdom checking their names at the office where they registered to vote, but also noted the myriad issues with the NEC website.
“In the first day of posting the new registration voter lists, the NEC encountered technical problems with the internet and the slowness of the website, which is under construction to make it faster for logins,” he said.
Voters can add information to their names, apply for an edit or register in a new name if they still have the receipt from their initial registration.
They can also appeal to the NEC if they suspect other names on the list of being fake or unqualified to vote.
Last week, the NEC found more than 19,300 duplicated names, of which about 8,000 will be removed. Those whose names were duplicated now have the chance to check the list again and appeal to the NEC if there still are problems.
Koul Panha, the executive director of the Committee for Free and Fair Elections in Cambodia and a member of the Electoral Reform Alliance (ERA), said the ERA has deployed 269 observers to check the process and note any irregularities should they occur.
He told Khmer Times that he trusted the new voter registration system, but regretted the large number of eligible voters who were unable to register.
“We have requested a PDF file of the list of names, but the NEC has yet to respond. However, I believe this work will not cause much trouble or irregularities,” he said.
The new voter lists were announced by the NEC in late November and showed that 80 percent of the country had registered to vote, with almost 1.7 million people being left off voter rolls.
Meng Sopheary, the opposition CNRP’s head of election monitoring, said the party has already filed complaints in each commune where they have found problems related to voters who have no home address or who hold foreign nationality.
The CNRP, she said, found about 4,840 names with issues.
“Members of the CNRP at the commune level will start filing complaints on Wednesday and I hope the other voters will help to check and file complaints on any problems they discover to ensure transparency in the new voter list,” Ms. Sopheary said.
As planned, the NEC will spend five days dealing with the complaints – from January 22 to 27 – and will release a new voter list on February 12.
